The virus begins by entering the cell and try to enter the exposed epithelial cells in the digestive system, but it is rejected by the cilia protecting it. Then a respiratory virus then damages the cilia which then allows the adhesion of the virus to the epithelial cells. From there it enters the blood stream and into the cebrospinal fluid where reproduction occurs. White blood cells are them attracted to the brain and begin releasing cytokines which causes vessels to open up dramatically affecting the brain.
